Prohibits federal funds from being used to provide Temporary Assistance for Needy Families (TANF), Medicaid, or Supplemental Nutrition Assistance Program (SNAP) benefits to refugees, asylees, or undocumented immigrants

Extends the prohibition to all other federal benefits, including cash payments, tax benefits, subsidies, and services for these populations

Applies notwithstanding any other provision of law, meaning it would override existing statutes that currently authorize such benefits
