NASA Administrator authorized to arrange temporary employee assignments between NASA and private sector entities, requiring written agreements with consent from both the company and employee involved

Assignments must last between 90 days and 2 years, renewable for up to 2 additional years, with possible extension to 4 years total for critical mission requirements

NASA employees assigned to private companies must serve in federal government for a period equal to twice the assignment length upon return; agreements must prohibit misuse of predecisional budget, acquisition, or procurement information

Private sector employees assigned to NASA continue receiving pay and benefits from their employer, cannot access trade secrets of commercial value to their company, and cannot perform inherently governmental work

Administrator must submit annual reports to Congress by April 30 detailing number of assignments, participating entities, positions, durations, pay grades, and strategic challenges; regulations required within 30 days of enactment
