Expands grounds for civil denaturalization to include naturalized citizens who, within 10 years of naturalization, associate with designated foreign terrorist organizations (including drug cartels), commit fraud of at least $10,000 against federal, state, local, or tribal governments, or are convicted of aggravated felonies or espionage offenses

Creates a rebuttable presumption that specified conduct constitutes prima facie evidence the person lacked good moral character and attachment to Constitutional principles at the time of naturalization, shifting the burden to prove otherwise

Makes denaturalization retroactive to the original naturalization date, treating the citizenship certificate as void from issuance, and subjects denaturalized individuals to expedited removal proceedings

Authorizes the Attorney General (in addition to U.S. Attorneys) to initiate denaturalization proceedings under Section 340 of the Immigration and Nationality Act

Includes a fallback provision reducing the 10-year window to 5 years if courts find the longer period unconstitutional, and contains a severability clause
