Secretary of State must submit two 5-year sports diplomacy strategies to Congress—the first within 180 days of enactment, the second 5 years later—to leverage major U.S.-hosted sporting events including the 2026 FIFA World Cup, 2028 Summer Olympics, and 2034 Winter Olympics

Strategies must include diplomatic objectives and success metrics, plans for expediting visa processing for athletes and international visitors, and coordination plans across State Department bureaus and with host cities, diaspora communities, and private sector partners

Sports Diplomacy Division in the Bureau of Educational and Cultural Affairs must be renamed the Office of Sports Diplomacy within 90 days of enactment to manage sports diplomacy exchange programs and implement the required strategies

At least 3 additional full-time equivalent staff must be assigned to the Office of Sports Diplomacy from 180 days after enactment through December 31, 2034

Secretary of State must provide implementation updates to Congress every 180 days and submit annual progress reports until December 31, 2034
