Amends the Intercountry Adoption Act of 2000 to create a new voluntary "limited accreditation" category for adoption service providers who perform only specific services: child background studies, prospective parent home studies, or post-placement monitoring and reports.

Requires agencies seeking initial or renewal accreditation to indicate whether they are applying as a fully accredited agency/approved person or as an agency with limited accreditation.

Addresses the declining number of accredited adoption service providers in the United States while maintaining oversight and compliance standards through accrediting entities.

Does not require intercountry adoption providers to obtain limited accreditation for home studies, and does not change the existing definition of "adoption service" under current law.

Takes effect 90 days after enactment.
