Amends the Immigration and Nationality Act to make individuals inadmissible to the U.S. if they directed, authorized, significantly supported, participated in, or carried out violations of religious freedom while outside the United States

Foreign government officials who were responsible for or directly carried out "particularly severe violations of religious freedom" at any time are also inadmissible

Requires the Secretary of State to publicly post on a Department of State website the names of all aliens determined inadmissible under this provision and the countries where the violations occurred

Allows the Secretary of State to exclude specific names from public disclosure on a case-by-case basis if release would have adverse foreign policy consequences for the United States

Requires semi-annual reports to Congress explaining the reasons for any exclusions from public disclosure
