Provides automatic continuing appropriations during government shutdowns for employees and contractors of five DHS components: CBP Air and Marine Operations, CBP Office of Field Operations, U.S. Border Patrol, ICE Homeland Security Investigations, and ICE Enforcement and Removal Operations

Covers pay for "excepted employees" (those required to work during shutdowns) and contractors supporting them or required to perform work during appropriations lapses

Includes employee benefits such as compensation for disability or death, benefits for captives, and funeral expenses/transportation of bodies

Funding continues until Congress enacts either a specific appropriation for these purposes or a regular/continuing appropriations act covering the fiscal year

Expenditures made under this automatic funding authority would be charged back to the applicable appropriation once regular funding is enacted
