Prohibits the President from nominating anyone currently serving as a political appointee to become an Inspector General

Bars individuals who previously served as political appointees under the same President from being nominated as Inspector General

Defines "political appointee" by reference to section 9803 of title 5, United States Code

Clarifies that the Inspector General position itself is not considered a political appointee for purposes of these restrictions
