Amends the Santini-Burton Act to recognize the Lake Tahoe Basin as the homeland of the Washoe Tribe of Nevada and California, noting the Tribe owns less than 0.5 percent of basin land

Authorizes the Forest Service to transfer acquired land deemed unsuitable for National Forest System inclusion to the Washoe Tribe of Nevada and California, in addition to existing authority to transfer to local governments

Permits funds appropriated for land acquisition to be used for land management activities including forest health maintenance, wildfire prevention, water quality protection, cultural site preservation, and scientific research

Requires the Lake Tahoe Basin Management Unit Forest Supervisor to develop annual spending plans by March 15 in consultation with the Tahoe Regional Planning Agency, California, Nevada, the Washoe Tribe, and local governments

Allows the Secretary of Agriculture to transfer acquisition funds directly to the Washoe Tribe to acquire and manage land of cultural significance for preservation, access, and land management purposes
