Prohibits FDA approval of any new abortion drug applications and bans investigational use exemptions for abortion drugs or any research that knowingly destroys an unborn child of a pregnant woman

Restricts previously approved abortion drugs to use only within 70 days of gestation and requires in-person dispensing by the prescribing health care practitioner (prohibiting pharmacy distribution and mail-order)

Mandates a Risk Evaluation and Mitigation Strategy (REMS) requiring prescriber certification, ability to diagnose ectopic pregnancies, capability to provide surgical intervention for complications, and access to facilities with blood transfusion and resuscitation equipment

Requires mandatory reporting of all adverse events (deaths, ectopic pregnancies, hospitalizations, blood transfusions, infections) to the FDA by manufacturers, prescribers, and other health care practitioners

Existing investigational use exemptions for abortion drugs granted before enactment would be automatically rescinded 3 years after the law takes effect
