Establishes criteria for determining when Venezuela has a democratically elected government, including free elections with international observers, release of political prisoners, independent judiciary, and exclusion of Nicolas Maduro and OFAC-sanctioned individuals from government

Imposes comprehensive sanctions including blocking property of the Venezuelan government, prohibiting transactions involving Venezuelan debt instruments and cryptocurrency issued by the Maduro regime, and restricting U.S. participation in international financial institutions' dealings with Venezuela

Authorizes $5,000,000 in voluntary U.S. contributions to the Organization of American States for deploying human rights observers and election monitors in Venezuela

Directs the President to develop a plan for providing humanitarian, development, and economic assistance to Venezuela once a democratically elected government is certified, including food aid, Export-Import Bank financing, and Peace Corps programs

Requires reports to Congress every 180 days on specific licenses authorizing transactions with sanctioned persons, estimates of funds accessed by the Maduro regime through such licenses, and identification of foreign persons doing business with the regime
