Requires the FAA Administrator to convene an independent expert review panel within 60 days to evaluate the agency's Safety Management System (SMS) and its compliance with FAA orders, ICAO standards, and integration across FAA lines of business including Air Traffic Organization, Aviation Safety Office, and Office of Airports

Panel membership includes 2 NASA representatives, 5 aviation labor organization representatives (including airline pilots and air traffic controllers), at least 5 independent SMS experts with minimum 10 years experience, 2 air carrier employees, 2 aircraft manufacturer representatives, and officials from ICAO mission and NTSB

Panel must submit findings and recommendations to Congress and the FAA Administrator within 180 days of first meeting, with the report published on the FAA website within 5 days; dissenting member views must be appended to the report

FAA Administrator must provide congressional briefings every 90 days starting 180 days after recommendations are submitted, detailing implementation status; any non-concurrence with recommendations must be explained in writing within 6 months

Panel has authority to access FAA premises, inspect de-identified records, and interview FAA employees; non-federal members must sign nondisclosure agreements protecting confidential information
