Establishes a Grants Council within 80 days of enactment, chaired by the OMB Controller and composed of senior agency officials for grants, to coordinate federal grant and cooperative agreement policy across agencies

Requires each agency head to designate a senior agency official for grants within 60 days and develop grant improvement plans within 635 days that streamline application, administrative, and reporting procedures

Mandates OMB Director to issue guidance for simplified notices of funding opportunity using plain language and summaries of no more than 500 words, with particular attention to communities that have not historically received federal grants

Requires a study and improvements to Grants.gov within 3 years, along with a GAO report within 2 years identifying challenges faced by faith-based organizations, rural communities, and small communities in accessing federal grants

Creates ongoing reporting requirements including biennial reports to Congress on implementation, annual agency performance reports, and a GAO effectiveness evaluation 5 years after enactment
