Requires any international climate agreement or agreement mandating legally binding reductions in U.S. greenhouse gas emissions to be treated as a treaty, requiring two-thirds Senate approval under Article II of the Constitution

Specifically applies to entry or reentry into agreements including the Paris Agreement (adopted December 12, 2015)

Prohibits federal funds from being obligated or expended to implement, enforce, or comply with any international climate agreement that has not received Senate advice and consent
