Establishes a pilot program to award competitive grants to State agencies for home delivery of food commodities to low-income elderly participants in the Commodity Supplemental Food Program

Caps individual grants at $4,000,000 or $60 multiplied by the state's program caseload, whichever is less

Allows grant funds to cover transportation, distribution, staffing for delivery services, and outreach to participants, with priority given to entities serving rural areas

Requires State agencies to report annually on project outcomes including quantity of commodities delivered, number of participants served, average cost per delivery, and best practices

Authorizes $10,000,000 in appropriations for each of fiscal years 2027 through 2029
