Secretary of the Interior must conduct a feasibility study on constructing a water supply project to deliver municipal, rural, and industrial water from the Missouri River to the Western Dakota Regional Water System

Western Dakota Regional Water System, Inc., a nonprofit corporation, serves as the non-Federal project entity and will coordinate with the Secretary on the study

Federal government pays up to 50% of feasibility study costs, with $10,000,000 authorized for appropriations

If the project is recommended for construction, non-Federal entities must cover at least 25% of construction costs, determined by financial capability analysis

Authority for this section expires 10 years after enactment; feasibility report must be submitted to Senate Committee on Energy and Natural Resources and House Committee on Natural Resources
