Secretary of the Interior must conduct a feasibility study on expanding the Lewis & Clark Regional Water System to supply municipal, rural, and industrial water across Iowa, Minnesota, and South Dakota

Federal share of feasibility study costs capped at 50%, with the non-federal project entity (Lewis and Clark Rural Water System, Inc.) responsible for the remainder through a cost-sharing agreement

Feasibility report must recommend whether the project should be authorized for construction and determine the appropriate non-federal share (minimum 25%) based on financial capability analysis

$10,000,000 authorized for appropriations to carry out the study

Authority to conduct the study expires 10 years after enactment
