Requires the Secretary of State to designate Hay'at Tahrir al-Sham (formerly al-Nusrah Front) as a foreign terrorist organization and establishes a 90-day congressional review period before the President can terminate Syria's state sponsor of terrorism designation

Imposes mandatory sanctions on Syrian government officials including all cabinet ministers, Central Bank leadership, and heads of key agencies, as well as foreign persons who provide financial, material, or technological support to the Syrian government

Prohibits U.S. financial institutions from processing fund transfers to or from the Syrian government, bans Syrian entities from trading on U.S. securities exchanges, and bars U.S. persons from new investments in Syria or purchasing Syrian sovereign debt

Reimposes sanctions from Executive Orders 13338, 13399, 13460, and 13582 that were in effect on June 30, 2025, and blocks property of Syrian financial institutions including the Central Bank of Syria

Allows the President to suspend sanctions if Syria ceases all attacks on Kurdish-led Syrian Democratic Forces, with automatic reimposition if attacks resume; the Act terminates 5 years after enactment
