Creates federal criminal offense for state/local government officers, employees, or contractors who knowingly adopt or enforce policies intended to obstruct federal immigration enforcement

Prohibits sanctuary policies including: blocking federal officers from detention facilities, concealing aliens subject to removal, releasing detainees without 48-hour notice to immigration authorities, and restricting information-sharing about immigration status

Establishes penalties of up to life imprisonment if a released alien subsequently causes someone's death, up to 20 years for serious bodily injury, and up to 10 years for other violations

Adds new Section 1925 to Chapter 93 of Title 18 (Public Officers and Employees) of the U.S. Code
