Creates criminal penalties for election officials who register applicants without citizenship documentation and for executive branch employees who provide material assistance to non-citizens attempting to register or vote

Federal agencies must respond to state election officials' citizenship verification requests within 24 hours, and DHS must investigate potential removal proceedings for non-citizens found unlawfully registered to vote
