Requires the Secretary of Health and Human Services to conduct an audit of prior authorization requirements for Medicare Advantage items, services, and Part D drugs by January 1, 2027, focusing on those in the top 10% of reimbursements that have excessive authorization steps

Mandates promulgation of a final rule by May 1, 2028 to standardize prior authorization requirements and supplemental forms across all Medicare Advantage plans, including MA-PD plans

Exempts providers participating in two-sided risk models (including accountable care organizations under Section 1899) from standardized prior authorization requirements when they bear financial risk for both potential losses and gains

Allows Medicare Advantage organizations to request that the two-sided risk model exemption not apply, permitting plans to maintain their existing prior authorization requirements for specific items, services, and drugs
