HUD Secretary would conduct a grant competition to fund development or rehabilitation of single- and multi-family homes for households earning 50% or less of area median income

Eligible grant recipients include academic organizations, nonprofit organizations, and mission-driven developers; grants awarded upon completion of building a pre-determined number of homes meeting resiliency and energy efficiency standards

Projects must focus on reducing development costs, increasing resiliency, energy efficiency, and accessibility for individuals with disabilities, with priority given to areas with severe affordable housing shortages

HUD required to study short- and long-term savings from resiliency and energy efficiency measures implemented in funded homes

Secretary must submit a report to Congress within 2 years detailing projects funded, number and price of affordable homes built, and study results
