Adds therapeutic medical physicists and diagnostic medical physicists to the list of VA healthcare personnel eligible for appointment under Title 38, placing them alongside physicians, podiatrists, and dentists

Establishes qualification requirements for both positions: completion of a post-graduate clinical training program and board certification in their respective fields, both satisfactory to the Secretary of Veterans Affairs

Creates new pay grades ("Therapeutic medical physicist grade" and "Diagnostic medical physicist grade") and includes these positions in the same pay structure used for physicians, podiatrists, and dentists

Requires the VA Secretary to submit a report to Congress within one year assessing the effects of pay increases on recruitment/retention, impacts on contract physicists, and any changes to department costs
