Reconvenes the Advisory Committee on Underride Protection with 22 members, including families of underride crash victims, requiring monthly virtual meetings and annual in-person meetings until final regulations are issued, with committee termination set for September 30, 2031

Directs the National Academies of Sciences to study front-of-truck crashes and the GAO to evaluate implementation of the 2022 rear underride guard rule, with both reports due to Congress within 180 days of study completion

Requires NHTSA to review the Fatality Analysis Reporting System to identify underreported underride crashes and develop free web-based training for state and local law enforcement on properly identifying and documenting underride incidents within 18 months

Creates a publicly accessible DOT website compiling underride research, rulemaking information, victim stories, and crash data, with quarterly updates required
