Prohibits the Attorney General from conditioning Department of Justice grant eligibility on compliance with Section 642 of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (8 U.S.C. 1373), which addresses information sharing between local governments and federal immigration authorities

Bars DOJ from requiring grant applicants to agree to comply with, certify compliance with, or actually comply with any presidential memoranda as a condition of receiving grants

Prevents DOJ from using compliance with any Executive Orders as criteria for grant eligibility or award decisions
