Conditions federal funding from DOJ, DHS, HUD, and DOT on state and local government cooperation with federal immigration enforcement, requiring jurisdictions to certify they have no sanctuary policies and allowing recovery of funds from noncompliant jurisdictions going back 5 years

Increases criminal penalties for illegal entry to 1-5 years imprisonment for first offense and 2-10 years for subsequent offenses, with mandatory detention pending trial; raises illegal reentry penalties to 5-10 years minimum, or 10-20 years for those with prior felonies or multiple removals

Creates a private right of action allowing victims of violent crimes committed by removable aliens to sue sanctuary jurisdictions for compensatory damages, attorney's fees, and costs, with a 10-year statute of limitations and required waiver of sovereign immunity as a condition of receiving federal funds

Prohibits F and M student visas for educational institutions located in sanctuary jurisdictions, with DHS required to annually identify such jurisdictions

Increases penalties for assaulting federal officers to mandatory minimums of 2-16 years for assault with a dangerous weapon and 5-40 years for assault causing bodily injury; criminalizes use of loud noise devices (whistles, megaphones) to interfere with federal officers performing duties

Revokes 501(c)(3) tax-exempt status from organizations that promote, incite, or provide material support for criminal violence
