Reauthorizes Regional Ocean Partnerships program established under the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023, extending authorization from fiscal years 2026 through 2031

Requires a new report to be submitted not later than 5 years after enactment, in addition to the original reporting requirement

Authorizes $11,572,444 for fiscal year 2028, $11,688,168 for fiscal year 2029, $11,805,050 for fiscal year 2030, and $11,923,101 for fiscal year 2031
