Establishes the "Radar Next Program" under the Under Secretary of Commerce and Director of the National Weather Service to develop performance and coverage requirements for the U.S. weather radar network, including territories

Requires development of a plan to replace the existing Next Generation Weather Radar (NEXRAD) system, including phased array radar testing, a weather surveillance radar testbed for evaluating commercial radars, and consultation with academia, meteorologists, and emergency managers

Mandates full implementation and execution of the replacement plan by September 30, 2040, with prioritized deployment locations including sites more than 75 miles from existing NEXRAD stations

Authorizes the Under Secretary to partner or contract with external entities through a "Radar-as-a-Service" model to fill weather radar data gaps, including consideration of weather camera systems in consultation with the FAA

Requires periodic updates to the Senate Committee on Commerce, Science, and Transportation and the House Committee on Science, Space, and Technology on implementation progress
