Creates new federal crime (18 U.S.C. § 2113A) for ATM robbery targeting users, servicers, or those transporting cash to ATMs, punishable by up to 20 years imprisonment

Establishes property offenses for breaking into or tampering with ATMs: up to 10 years for theft exceeding $1,000, up to 1 year for amounts not exceeding $1,000

Increases penalties to up to 25 years when a dangerous weapon is used during ATM offenses, and up to 30 years (or life if death results) for killing or kidnapping during the crime

Applies to all network-connected ATMs regardless of physical location, including standalone machines not on bank premises

Criminalizes receiving, possessing, or selling property knowingly taken from ATMs, with penalties matching those for the original theft
