Requires the Secretary to reserve $45,000 for administration and technical assistance, with special outreach to rural areas, Indian Tribes, Tribal organizations, and Native Hawaiian organizations

Mandates a Congressional report evaluating grant usage, case outcomes for benefitting foster youth, and number of home transfers experienced

Funded through excess appropriations when annual amounts under Section 426(a) of the Social Security Act exceed the previous fiscal year by more than $5,000,000
