Rulemaking must consider the safety benefits of lap/shoulder belts (Type 2 seat belt assembly), which the National Transportation Safety Board has concluded provide the highest level of protection for school bus passengers

Secretary must evaluate innovative approaches to seat belt detection, reminder systems, and violation alert systems that could be incorporated into school bus designs

Rulemaking must take into account existing experience from states that have already required school buses to be equipped with seat belts
