Establishes a fund within the Department of Agriculture to support research and mitigation activities targeting spotted wing drosophila, an invasive pest from East Asia that damages fruit crops including raspberries, blueberries, strawberries, cherries, peaches, and plums.

Authorizes $6,500,000 annually for the fiscal year of enactment and each of the 4 following fiscal years (5 years total, $32.5 million maximum).

Directs the Administrator of the Animal and Plant Health Inspection Service (APHIS) to manage the fund, determine eligible recipients, and award grants or cooperative agreements.

Addresses an estimated 20 percent combined revenue loss across strawberry, blueberry, raspberry, blackberry, and cherry crops attributed to spotted wing drosophila.
