Imposes a 100% tax on civil lawsuit damages received by the President, Vice President, Cabinet-level officials, and Members of Congress when they sue the U.S. government

Covers damages from any civil action filed, settled, or decided during the individual's time in office, including settlements, verdicts, and judgments

Extends the tax to related persons (family members and associated parties) of covered officials under IRC Section 267(b) relationship rules

Excludes taxed amounts from gross income and prohibits deductions for the excise tax paid

Applies to amounts received after the date of enactment
