Classifies yellow organic pigments used in water-based paints for road, highway, and airport surface markings as "construction materials" under the Build America, Buy America Act, effective upon enactment

Expands the requirement 2 years after enactment to cover yellow organic pigments in all formulas (not just water-based) for road, highway, and airport surface markings

Defines "produced in the United States" to require all manufacturing processes—from initial material combination through the chemical reaction creating the synthesized pigment—to occur domestically

Requires the Director of the Office of Management and Budget to update Made in America Office implementation guidance within 90 days of enactment
