Amends 18 U.S.C. § 241 (Conspiracy Against Rights) to authorize State Attorneys General to bring civil actions in federal district court on behalf of state residents who have suffered bodily injury, serious bodily injury, or death from civil rights conspiracies.

Amends 18 U.S.C. § 242 (Deprivation of Rights Under Color of Law) to grant State Attorneys General authority to file civil actions when residents are being harmed, have been harmed, or may be harmed by violations committed by government actors.

State Attorneys General may bring suits as parens patriae (on behalf of the people) in any appropriate U.S. District Court when they have reasonable cause to believe violations have occurred.

Courts may award temporary, preliminary, or permanent injunctive relief, as well as compensatory or punitive damages if the defendant's conduct was malicious, oppressive, or showed reckless disregard for victims' rights.
