Amends the Workforce Innovation and Opportunity Act to allow states to establish virtual one-stop centers as an alternative to physical locations for delivering workforce services

Permits adjacent local areas to share physical or virtual one-stop centers, reducing the requirement that each local area maintain its own separate center

Authorizes states to locate physical or virtual one-stop centers at public institutions of higher education

Requires employment service offices to be colocated with physical one-stop centers in states that have such centers, updating both WIOA and the Wagner-Peyser Act

Defines "virtual center" as a terminal or equipment providing access to all workforce programs, services, and activities required under the Act
