Amends the Federal Water Pollution Control Act to allow the Steering Committee and EPA Administrator to jointly select a qualified fiscal agent for the Patrick Leahy Lake Champlain Basin Program, replacing the New England Interstate Water Pollution Control Commission as the designated entity.

Requires mandatory assessments of fiscal agent effectiveness at least every 5 years, with stakeholder consultation, and allows selection of a new fiscal agent through competitive process if warranted.

Establishes location preferences for any new fiscal agent: first priority to entities headquartered in the Lake Champlain drainage basin, second to those in New York or Vermont, third to entities with significant staffing presence in the basin.

Authorizes the U.S. Section of the Great Lakes Fishery Commission to undertake work on Lake Champlain including fisheries research, sea lamprey control, aquatic invasive species prevention, and public education.

Extends program authorization from 2027 to 2032 and formally defines key terms including "fiscal agent" and "Steering Committee" in statute.
