Preempts all state and local renewable portfolio standards (RPS) and clean energy mandates that require electricity generation or sales to include specified percentages of renewable, zero-emission, or carbon-free energy

Prohibits states from conditioning wholesale/retail electricity market participation, cost recovery, or utility regulation on compliance with renewable energy requirements

Renders void any existing state laws, regulations, ordinances, or rules that conflict with the federal preemption

Applies to all 50 states, District of Columbia, Puerto Rico, and U.S. territories

Preserves the right of states and localities to own or operate their own renewable, zero-emission, or carbon-free generation facilities
