Federal Crop Insurance Corporation must conduct research and development on index-based insurance policies to protect crops against frost or cold weather events on a nationally available basis

Covered crops include tomatoes, peppers, sugarcane, strawberries, melons, citrus, peaches, blueberries, and other crops vulnerable to cold weather damage

Research must evaluate risk management tools for low frequency and catastrophic weather events, and develop policies covering either production loss or revenue loss

Corporation may contract with qualified persons to carry out the research and development work

Report required to House and Senate Agriculture Committees within 1 year of enactment describing research results and recommendations
