Secretary of Energy and NOAA Administrator must establish a memorandum of understanding to conduct collaborative R&D on advanced weather models using AI, high-performance computing, machine learning, and quantum computing techniques

NOAA Administrator, collaborating with DOE, will launch an initiative to develop and deploy advanced weather models for proof-of-concept comparisons against current National Weather Service forecasts

DOE Secretary may establish up to 3 centers of excellence at National Laboratories to research and deploy advanced computing techniques for weather modeling, with priority given to labs having existing NOAA partnerships and AI-enabled computing systems

Reports to Congress required within 2 years detailing interagency coordination, research achievements, and opportunities to expand technical capabilities

Authority under Section 4 (the computing research initiative and centers of excellence) terminates 5 years after enactment
