Establishes the "United States-Israel Defense Technology Cooperation Initiative" to expand bilateral defense technology research, development, testing, and industrial cooperation between the two countries

Focuses on 10 key technology domains including counter-drone systems, anti-tunneling, missile defense (including "Golden Dome for America"), artificial intelligence, directed energy, cyber defense, biotechnology, and network integration

Authorizes $150 million per year for fiscal years 2027 through 2029 ($450 million total) to implement the initiative

Requires the Secretary of Defense to provide an interim progress briefing within 180 days of enactment and annual reports to congressional defense committees on implementation, technology transitions, and industry partnerships

Directs coordination with multiple Department of Defense components including the Defense Innovation Unit, Defense Advanced Research Projects Agency, and Missile Defense Agency, as well as the Departments of State and Commerce
