Authorizes states to use leftover funds from the Broadband Equity, Access, and Deployment (BEAD) Program for emergency warning infrastructure projects after completing broadband deployment

Eligible projects include audible warning sirens, rapid notification technologies, wind/flood/fire/earthquake sensors for disaster detection and monitoring, and related IT equipment and software

States must submit proposals to the Assistant Secretary for approval before using remaining BEAD funds for emergency systems through competitive subgrant programs

Prioritizes projects where the state or local government contributes at least 25% of the project cost

Prohibits use of subgrant funds for operating or maintenance costs, and allows multiple states to enter agreements for interstate emergency infrastructure projects
