Defines "small farm, ranch, or forest operation" as less than 180 acres with annual gross cash farm income under $350,000, with flexibility for regional and production-based adjustments

Creates a grant program providing up to $25,000 to small farm operators for equipment repairs, uninsured losses, business planning, conservation practices, and land acquisition down payments

Requires designation of State Small Farms Coordinators in each state to provide technical assistance and develop state plans for improving USDA program delivery to small operations

Authorizes $15 million annually for Office administration and $10 million annually for technical assistance and grants for fiscal years 2027-2031
