Summary of S. 3869 - Healthy Families Act

• Employees earn 1 hour of paid sick time for every 30 hours worked, up to 56 hours per year, which can be used starting on the 60th day of employment and carries over year to year.

• Paid sick time can be used for an employee's own illness, medical appointments, or preventive care; caring for a family member's health needs; or addressing issues related to domestic violence, sexual assault, or stalking.

• Employers with 1 or more employees working 20 or more weeks per year are covered, including federal, state, and local government employees, rail carrier workers, and congressional staff.

• Employers are prohibited from retaliating against employees for using paid sick time, counting it under attendance policies, or requiring employees to find coverage for their shifts while on leave.

• Enforcement includes Secretary of Labor investigations, employee civil lawsuits with potential liquidated damages and attorney's fees, and penalties up to $100 per violation for failure to post required notices.
