Amends the Highway Safety Improvement Program to include occupants of and pedestrians associated with disabled vehicles as protected categories alongside cyclists and pedestrians

Requires injury health data collection under the Infrastructure Investment and Jobs Act to specifically include roadside deaths and work zone deaths

Expands "Move Over or Slow Down" law public awareness reviews to cover motorists, disabled vehicles, workers, and machinery in work zones, not just authorized emergency vehicles

Establishes two Secretary of Transportation working groups—one for disabled vehicle crashes and one for work zone crashes—bringing together industry, labor, first responders, insurers, and technology manufacturers to collect data and develop strategic plans for reducing fatal and non-fatal injuries

Requires the Federal Highway Administration to submit annual reports to Congress on state utilization and effectiveness of work zone safety contingency funds
