Reauthorizes the Tsunami Warning and Education Act with $35 million annually for fiscal years 2027-2031, allocating at least 27% to hazard mitigation and 8% to research programs

Expands coordination requirements to include Indian Tribes, Tribal organizations, and Native Hawaiian organizations throughout tsunami forecasting, warning, mitigation, and research activities

Requires NOAA to standardize warning procedures across tsunami warning centers, add Tsunami Warning Coordinators at each center, conduct biannual backup drills, and integrate tsunami notifications into the USGS Earthquake Early Warning System

Mandates multiple studies including a GAO assessment of tsunami coordination efforts, evaluation of tsunami alert level effectiveness, review of NOAA Weather Radio coverage in tsunami-risk areas, and clarification of IPAWS tsunami alert delivery responsibilities

Directs the GAO to produce a report within 18 months on U.S. preparedness for major tsunami events in the Cascadia, Alaska-Aleutian, and Kuril-Kamchatka Subduction Zones, including command structure plans, search and rescue strategies, and critical infrastructure protection measures
