Excludes businesses with more than 15 locations (including affiliates) and publicly traded companies from eligibility

Caps grants at $1,000,000 per business (including affiliates) and $500,000 per physical location, with grant amounts equal to documented immigration enforcement-related revenue loss

Requires fraud prevention measures including business identifier verification, tax return confirmation, and cross-checking against government databases to exclude individuals or businesses convicted of fraud
