Within 90 days, FAA must publish updated delegation guidance for type certification, including eligibility criteria for delegation, classification of routine versus safety-critical compliance findings, and documentation requirements when FAA declines to use authorized representatives

Annual reports to Congress required on FAA performance meeting certification timelines, with metrics on deficiencies and staffing or process changes needed; timeline requirements explicitly cannot be judicially reviewed
