Appropriates $800,000,000 annually starting in fiscal year 2027 for the Survey and Certification Program to inspect and certify nursing homes and other health care facilities

Directs at least half of civil money penalties collected from nursing home violations to be used for workforce development, including grants to educational institutions and unions, career pathway programs, and student loan repayment for nursing staff who commit to 3+ years of service

Mandates recurring studies every 4 years to evaluate whether staffing requirements should be increased based on resident acuity, with $50,000,000 allocated for implementation
