Establishes a National Council on African American History and Culture within the National Endowment for the Humanities, composed of 12 presidential appointees confirmed by the Senate who serve 5-year terms

Requires bipartisan membership with 6 Democrats and 6 Republicans, with the Chairperson and Vice Chairperson from different political parties

Council members must be private citizens with expertise in African American history and culture, not current federal employees, and receive compensation at 50% of the daily senior-level pay rate

Council duties include preparing annual reports on NEH's African American history work, evaluating programs, monitoring museums and cultural organizations, and recommending national policies to preserve and celebrate African American history and culture

Council terminates 10 years after enactment and must meet at least twice per calendar year with a quorum of 9 members required for hearings
